Cllr Ross Grant spoke out against Leicester City Council's decision to open a new recovery hub in Humberstone Gate for people with alcohol related issues, because of concerns around its proximity to a nursery and an Age UK facility.
The decision was passed unanimously by Labour councillors at the planning committee on Wednesday 15th March.
Cllr Grant spoke to BBC Leicester on Thursday morning, and said: "I would have voted against it... I think it is a clear problem to locate a service for people who are alcoholics close to a nursery and its play area. This is the third time a relocation for this service has been considered.
BBC Leicester were unable to contact anyone from the Labour group for comment.
